Which countries have participated in every World Cup and which teams have been the most successful?

MEvery fan may or may not agree with how the 2026 FIFA World Cup is planned. With the tournament being held in three countries and the format expanded, more countries have a chance to return or qualify for the first time. This may mean an inexperienced team in the early stages, but it also heralds a new era for the sport, opening the door to a more global and modern version of football than ever before.

Yet, as the competition has evolved, one constant has continued to define this tournament since its inception in 1930. That means the Brazilian national soccer team remains the only country to have participated in all World Cups (23 in total).

Brazil’s unparalleled stability

From the first tournament in Uruguay to the most recent tournament, Brazil never qualified for a World Cup. This record alone sets them apart, but it’s not just their participation, but their results.

Brazil is the most successful nation in World Cup history, winning five titles.

1958, Sweden 1962, Chile 1970, Mexico 1994, USA 2002, Japan-Korea

No other team matched this total, further cementing their reputation as the most consistent and dominant team on football’s biggest stage.

Other countries with a strong history in the World Cup

While Brazil stands alone in terms of total appearances, several countries have built impressive legacies through consistent appearances and strong performances in the tournament.

The German national soccer team and the Italian national soccer team are among the most successful teams in history, having won four World Cups each. Germany in particular is known for their stable play right up to the final stages, winning multiple finals and semi-finals.

Argentina's national soccer team is also a mainstay, winning three titles, including the most recent one in 2022.

Argentina’s national soccer team has also become a major force, winning three titles, including the most recent one in 2022. Meanwhile, the French national soccer team has emerged as a modern powerhouse, winning two titles and reaching back-to-back finals in 2018 and 2022.

Other countries, such as the Spanish national soccer team and the England national soccer team, have also left their mark by influencing their playing styles and remaining competitive across different eras, even if they have fewer titles.

What consistency really means at the World Cup

Playing in every World Cup reflects not only talent, but long-term stability, a strong development system and the ability to adapt across generations. That’s why it’s so difficult to match Brazil’s record.

The expanded format for the 2026 tournament means more teams will have the opportunity to make their own history. But when it comes to consistency at the highest level, Brazil’s record is still in a league of its own.
