Both players are touted as having special talents, with Edwin described by local media as a speedy left-footed right winger who has been compared to a young Neymar, while Holger is seen as a skilful attacking midfielder.
They will join from Independiente del Valle, the same club where current Arsenal first-team defender Piero Hincapie started his career.
The Quito-based club also helped launch the careers of Kendry Paes and Moises Caicedo, who joined Chelsea.
This continues Arsenal’s youth-oriented recruitment drive and mimics Chelsea’s successful approach of signing several highly-rated young players from around the world.
“Holger is a technically gifted right-footed attacking midfielder who combines his play with progressive vision and the ability to beat opponents with his quick feet.
“We will continue to work closely with Independiente del Valle regarding the development and health of Edwin and Holger until their arrival at Arsenal.
“Everyone at Arsenal is excited to welcome the Quintero twins to the club in the near future.”
Both are capped at youth level in Ecuador. They are likely to join the club’s academy in 2027, but if they develop sufficiently by then they could be promoted to the first team quickly.
The club has already seen a rapid rise in academy talent, with Miles Lewis-Skelly, Ethan Nwaneri and recently Max Dowman all making breakthroughs in the first team.
Dauman, who turns 16 in December, signed a scholarship deal with the club in October and has already made his debut in both the Premier League and Champions League this season.
The transfer of the twins is subject to the completion of regulatory formalities.

What are the rules for clubs to sign youth players?
After Brexit, Premier League and EFL clubs will only be able to formally sign foreign players once they turn 18.

In the Premier League, clubs are limited to the number of overseas Under-21 players they can sign, with a limit of three in the January transfer window and six per season.
Post-Brexit FIFA regulations mean clubs cannot sign overseas players until they turn 18, so new Arsenal players will have to wait until their 18th birthday to sign a contract.
