The decision to ban Fulham forward Josh King’s opening goal at Chelsea was “wrong,” said professional Game Match Officials Limited (PGMOL) chief Howard Webb on Tuesday.
In the extremely cumbersome West London Derby, the 18-year-old King was denied his Maiden Premier League goal when video assistant referee Michael Salisbury sent referee Rob Jones to the pitchside monitor after he felt it was a violation of Rodrigo Muniz’s build-up.

The replay showed that he completed the skill of turning sharply with the ball as Brazil stood at the foot of Trevo Charova’s front, and his goal was overturned.

It was a decision that came under widespread criticism, and Fulham head coach Marco Silva lamented it as “unbelievable.”

Webb said the VAR intervention opposed the PGMOL guidance and admitted that the person in charge did not consider “context” when assessing the perceived fouls Muniz committed.

“It was uncontroversial, it was wrong,” Webb micked the match officials.

“We have established some principles in terms of how to host the Premier League and how to use the VAR. They sit at a high threshold to punish contact. It helps the flow and rhythm and tempo of the game.

“We have also established a high bar for intervention with Var. That means that if the situation is clearly not wrong, the call will bear if the judge calls the field.

“And that’s the message we give to all VARs, especially when we end up taking away a goal, which is a very important moment in the game.

“We should only take away our goal if the evidence is very clear that that is the only thing we can do and that is the guidance we give to the authorities.

“In this situation, that guidance was not properly followed, and officials involved in this situation misjudged how the contact occurred between Muniz and Charoba.

“The authorities were very focused on the contact without seeing the full context of how it happened.

“It happens when Muniz gets the ball, controls the ball, turns naturally and steps into a charoba with his feet moving into space where Fulham players have the right to put their feet in that normal way.

“If you love soccer, you can’t stop football because of something like that on the middle line,” the former Chelsea player added.

Webb said such mistakes by officials would be considered “learning” and would help them “see what we can do better to minimize these.”

He added: “We have done really well in the last 18 months or so to reduce engagement in almost always the right way when it comes to calling for referees, and as a result, we have seen fewer interventions in the Premier League than in other major leagues in Europe, so we need to continue.

“We understand the importance of these decisions. If they’re wrong as we did on this occasion, the impact is important and we understand that we are constantly striving to do better.”

A long pitch-side review triggered eight minutes of stoppage time in the first half, with Chelsea opening up scoring before the break, and Enzo Fernandez sealing off the victory by scoring a controversial penalty in the second half.

It was determined that Ryan Sesegnon handled the ball with his arms stretched out and his back turned to make the block.
