The Premier League rulebook is set to make minor tweaks ahead of the new season.

The Premier League boss will need to learn three new legal changes ahead of the 2025-26 season after organizers have confirmed some rather large tweaks. Preparations for the new campaign are already on track.

All 20 Premier League clubs will begin their season starting next week. This will begin the season by chasing a new campaign to champions on Friday to welcome Bournemouth to Anfield.

Preseason friendlys and transfers were high on the agenda as the season approached. And although it is set to continue, I had to open the window for another three weeks – work was needed to learn the new laws of the game.

The Premier League has announced three major adjustments that both managers and players must recognize. But what actually changed? Mirror Football will see what the new rules look like in practice…

A waste of time for goalkeepers

In the age of goalkeeper, you simply grab the ball and kill time at the end of the game. Previously, if a goalkeeper lowered the 6-second time limit and did not release the ball, he was given an indirect free kick, but was rarely forced.

However, the Premier League strengthened their approach. The time limit actually increased to 8 seconds, but the referee warns the goalkeeper with a 5-second countdown.

And if they fail to release the ball before that timer expires, the corner will be awarded to the opposing team. The news will be music for Liverpool boss Arne Slot.

He states: “The team tried to get to know us better and find the answer to our playing style. But one thing you can’t do is the use of tactics that have nothing to do with football.

“It delays the start of the game, pretends you’re injured, takes a minute for a free kick and a minute for a throw-in. That’s my main concern.

“Every time we dropped a point, it happened… The goalkeeper takes a minute and a half. When we dropped a point, that tactic was used. We now want to say that after we won the league without losing the game.”

A judge talking to the captain

After previously limiting the number of players that could interact with the referee, the Premier League has made that rule even more stringent, with only captains allowed to approach officials in games this season.

The judge has the power to approach officials without permission or to warn players who show rude behavior. If the team’s captain is the goalkeeper, an alternative player can be provided before the game.

The IFAB suggested that this initiative is recommended but not mandatory, despite the Premier League’s choice to adopt it. This approach was tried in the previous UEFA competition.

Double touch penalty

The final rule revolves around the penalty, especially in situations where the player touches the ball twice when he makes a spot kick. If the player gets a penalty and accidentally touches the ball twice, the referee will award a retake.

However, kicks clearly need to be unintentional for the rules to be valid. If the player misses it, the defensive team will be given an indirect free kick.

Former Man City forward Julian Alvarez slipped after being punished against Real Madrid last season, but due to previous rules, it didn’t come back. The new law is already being used in the women’s Euro as Beth Mead slipped twice during the scoring process and touched the ball. She was ordered to take the penalty but saw her second effort being saved by Spanish goalkeeper Kata Kor.
