This summer, Isaac, whose future has become a hotbed of speculation, asked if he could explore his options during the transfer period.
Newcastle rejected a £110 million bid from 25-year-old Liverpool, who scored 27 goals in 42 appearances in all competitions last season.
Isaac also missed a 2-2 draw on Friday with Espanyol in Magpie penultimate game, not part of Newcastle’s preseason tour to Asia, but before the Premier League opener.
“We had debate, but it’s clear that he can’t get involved in the group,” Howe said.
“I don’t know how long that will last. It’s clear that at this point we can’t get him into the team.
“He trains later than the rest of the teams. There has been debate since the tour. I don’t think there has been any disciplinary action.”
Isak spent time training at his former club Real Sociedad this summer, but is now back in Newcastle.
Although Howe asserts that he still has a future at the Tyneside Club, his presence is more distracting than anything else at this point.
“He’s here, so of course he has a future in Newcastle,” added Howe. “From our perspective, we want him to come back with the team, but the situation has to be right for that to happen.
“He has no fitness issues. I feel that there are some of the teams that don’t benefit from the group.”
