The UK reached the Euro 2025 final thanks to Chloe Kelly’s rebound after the first penalty was saved, but football lawmakers are considering changing that rule
UEFA is fighting plans to change penalties rules, with football lawmakers considering scrapping rebounds. The International FA Board (IFAB) is liable for the laws of the game and several changes are currently under consideration.
Among them is the idea that if the goalkeeper saves the penalty and cannot score the goal from follow-up, the ball will be declared “dead.”
England won a dramatic comeback victory over Italy in the semi-finals on Tuesday, with Michel Aguierman taking the slow equalizer after giving Italy the lead. Chloe Kelly then sent England to the final in extra time and rebounded home after the penalty was saved by Laura Giuliani.
However, if a rule change is approved, it will no longer be allowed. However, UEFA is not satisfied with the proposed changes and the times report that they will strongly oppose the idea.
The sources of the Advanced UEFA have been cited as saying the penalty proposal is “no go,” but the proposal that a greater scope for intervention in the VAR is “hard to tolerate”.

However, England will focus entirely on Sunday’s final and deal with either Germany or Spain, with Captain Leah Williamson vowing to “give everything they can” no matter who they face.
“I’m extremely proud,” she said after beating Italy. “I think everyone who plays for this team knows not only that we are very successful, but also that we are part of it, how inspiration it is for us, not to mention what everyone is seeing, how lucky they are.
“It’s not smooth sailing and I feel like there’s no necessarily a plan in place. We said before we went in, so we said that the levels continue to rise, there’s more and more unknowns and you’re interested in seeing everything need to be ready.
“And I don’t think I’ve done a smooth sailing for anyone yet. That’s the point. It’s creating a great tournament and showing what’s going on. We have to keep rising as well.
“I have one more. I promise to give you everything I can, but I’ll enjoy watching that game tomorrow.”
