How did the violence explode?
According to a report from the Department of Security in Buenos Aires, it started out among around 4,000 Universidad de Chilean fans in the upper stands of the Livatadres de Amaica Stadium in Abelaneda’s Buenos Aires district. Some of them broke the bathroom, fast food outlets and seats as soon as the game began, and threw things at home fans.
Chilean fans were ordered to leave the stadium, ignoring police warnings against stadium speakers.
That was when dozens of independent fans blocked access to the visiting stands and attacked university fans in the wild. There were no police or private security guards in the area.
Two Chileans jumped out of the stands to escape the attacker. Others were left unconsciously lying down, covered in blood.
Police reports show 125 University Fan Colleges were arrested and subsequently released. The prosecutor’s office also issued a warrant for the identified independent attackers.
What penalties can Conmebol apply?
The match was cancelled with a score of 1-1 and Universid leading 2-1 in the tally. The game will not resume. Conmebol’s Disciplinary Unit deals with the event.
FIFA President Gianni Infantino called for “experimental sanctions on the perpetrators of terrible conduct.”
Independence could be eliminated from Copas Darekana as Conmebol’s laws assign host clubs greater responsibility for match organization and security.
There was a recent precedent. The April match between Fortaleza in Chile and Fortaleza in Brazil in the first round was cancelled before it began due to a serious clash between fans of CoroCoro and police. Two fans were killed. Conmebol awarded defeats to the Chilean club and ordered them to play five home matches behind closed doors.
Conmebol has been able to remove Independiente and Universidad from Copas Daemalicana and remove the bar from international conventions next year.

What does Independent say in his defense?
Nester Grindetti, the president of the Argentine club, traveled to the Konmebor Headquarters in Paraguay on Thursday to denounce the Chilean Club.
“It is clear from the images that the Chileans committed vandalism from the start of the match,” Grindetti said.
“They haven’t gotten to work. There’s a dehumanization of what happened. When they went to Santiago (for the first leg), nothing happened to them,” said Michael Clark, president of the University of Chile.
When will the penalty be announced?
Conmebol may take several days considering Copa Sudamericana will not resume for a month.
“It settles the sanctions… as soon as we collect reports of all cases,” Konmebol said in a statement Friday.
