UEFA has released a report highlighting the Premier League’s financial strength, while European football’s governing body has also warned clubs of the repercussions of paying huge transfer fees.

Manchester United have become the Premier League’s biggest spender over the past five years. United’s transfer talks cost a staggering £692m, according to a new report from European soccer’s governing body UEFA, which it says poses a “risk” to the game.

Chelsea came next with a spend of £658m, followed by Arsenal in third place with a spend of £589m. UEFA insists team cost ratios are more important than ever, with strict rules that only 70 per cent of turnover can be spent on player costs, compared to the Premier League’s system where up to 85 per cent can be spent on player costs.

A report on the financial and investment situation of European clubs details that English football is financially in a different league to other European countries. UEFA’s executive director of financial sustainability and research, Andrea Traverso, said: “European football is growing, but it is not without risks.

“This is why UEFA’s role in defending the game is even more important, and shows the importance of the team cost ratio system. The main difference is the objective. UEFA’s objective is sustainability. The Premier League’s objective is competitiveness.”

Chelsea, on the other hand, spent £1.94bn over five years, making them the biggest spender, 77% more than Manchester City’s £1.2bn. Chelsea also suffered the highest pre-tax loss in English football history during the 2024-25 season.

The Blues posted an eye-watering pre-tax deficit of €407m (£342m). This is only exceeded by Barcelona’s €555m (about £483m) loss in the 2020-21 season.

UEFA President Alexander Ceferin has decided to emphasize the growth of European football and increased investment. “This UEFA European Club Financial and Investment Status Report is something very special,” Ceferin said.

“Not only does this report provide a clear picture of European club football finances in 2026, but it also allows us to step back and reflect on how football has developed over the past decade. What this report shows is encouraging.”

“After a decade of the toughest times our sport and society has faced, European football has emerged from a position of strength. Despite the noise, despite the pressure, despite the doubts of some, the future of European football remains bright.”

“The next decade will bring new pressures, but it will also bring real opportunities. With better insights such as the one provided in this report, European football will be able to prepare more effectively and work together to support a healthy and successful future.”
