The Premier League is on the brink of major financial reform, with representatives from all 20 clubs expected to vote on three proposals at Friday’s general meeting. It has been 10 years since the league last introduced a modern model of Profitability and Sustainability (PSR) financial measures, which has attracted considerable criticism.

Under the current system, Premier League clubs are allowed to incur losses of up to £105m over three years, but some clubs have found loopholes in the system. Nottingham Forest and Everton have both had points deducted in the past, and other teams have also been penalized. In response, three new proposals have been put forward that, depending on votes from clubs, could dramatically change the landscape of the Premier League.

Proposed changes include top-to-bottom anchoring (or just anchoring), squad cost rules (SCR), and sustainability and system resilience (SSR).

SCR is a system already used in UEFA competitions, which allows a portion of revenue to be allocated to player expenses. SSR, on the other hand, is a rule designed to ensure short-term and long-term financial commitments are met.

But anchoring is the final and most controversial proposal. This sets a limit on the amount that football clubs can spend on amortization of wages and transfer fees, with the limit determined based on the poorest club within the division.

This cap will be five times the amount distributed to the poorest club in the division, effectively setting a spending limit for all 20 clubs.

This essentially imposes a kind of wage cap on the division, allowing it to only grow through the revenue generated by the Premier League as a whole. The proposal has received both support and criticism, and could spark legal disputes if it goes through.

For these measures to be approved, 14 out of 20 clubs will need to vote in favor. This may cause some conflicts regarding the implications for each member and their position, especially regarding whether anchoring is approved or not.

Manchester United and Manchester City are thought to be opposed to the proposal. According to The Athletic, Arsenal are also expected to vote against anchoring, but could vote in favor of SCR if their previous proposal fails.

Furthermore, it has been reported that Liverpool, Aston Villa, Everton, Sunderland and Burnley are likely to back all three proposals.

The main objections to anchoring from the sector’s leading clubs center on the fact that it is an additional restriction on spending, alongside the existing team cost regulations that must be followed in UEFA tournaments.

United co-owner Sir Jim Ratcliffe made his position clear when discussing the 2024 proposal with Bloomberg.

“(The appointment of an anchor) will hinder the participation of the top clubs in the Premier League, and the last thing we want is for the top clubs in the Premier League to be unable to compete with Real Madrid, Barcelona, Bayern Munich and PSG,” he said.

“That’s ridiculous. If that happens, it won’t be the best league in the world.”

The newspaper revealed that the Premier League’s biggest eight clubs were concerned about changes to financial regulations at a general meeting on Friday.

Eight teams are already expected to vote a certain way regarding anchoring, and an additional 12 teams will go into the meeting undecided. The ball is now in the club’s court to decide their stance on the latest proposals.
