Premier League clubs are set to vote on a new concept that will redefine how much they can invest in their players, but there are concerns from the league’s top and bottom clubs.

Premier League clubs are set to vote on the possibility of introducing rules that would cap spending on participating teams, but fears are growing that the concept could be adopted in the Championship.

On November 21, clubs are set to vote on top-to-bottom anchoring (TBA), which would limit the amount each club can spend on its squad to five times the Premier League’s minimum central broadcast and prize money amount.

In theory, this move would create more competition and deter clubs from reaching the top spending vast sums of fortune that newly promoted clubs could only dream of. Opponents of the TBA argue that it would effectively impose a salary cap, with both the Manchester club and Aston Villa voting against considering it further in April last year.

Clubs currently considered to be mid-table or below are starting to worry that the idea could be adopted lower down the pyramid. While they are in the top league, they are closer to the top clubs, so they generally favor it.

However, if either team were relegated to the Championship, they would benefit from parachute payments and theoretically become one of the richest teams in the second tier. However, if their spending is restricted to five times that of the bottom teams, their ability to reinvest ahead of promotion will be limited.

EFL chairman Rick Parry has said in the past that parachute payments create huge inequalities in the Championship and would consider introducing the TBA if the Premier League adopted it.

The Professional Footballers’ Association (PFA) also opposes the idea and is seeking legal support to support its challenge. They warned the Premier League it would be a “clear breach” of rules requiring consultation. ESPN reports that TBA proposals are either withdrawn before the meeting or do not receive enough support on the ballot.

Clubs will also have to decide whether to continue using the existing, but still controversial Profitability and Sustainability Rules (PSR) or replace them with the new Team Cost Rules (SCR).

The SCR brings Premier League clubs closer to UEFA regulations and has been on trial in shadow form since the beginning of last season.

In the European scene, clubs can only spend up to 70% of their revenue on team-related costs. The Premier League’s proposal is to introduce an 85 per cent limit on players not taking part in European competition. However, some argue that it provides a stronger correlation between success and profits.
